1. Opening Remarks & Chair's Assessment (1)y Dick Wandmacher, SC4 Chair)

Dick Wandmacher thanked the JIS committee and JSTEP Promotion Center for hostingthe meeting. Akikusa, President of JSTEP Promotion Center, made an introductory Welcome speech inviting all the delegates to Kobe. Dick made an assessment of SC4activities, organizational structuring and significant issues.

The 5C4 standards activity was explained. Most of the activities are at stages 2 and 3.6 activities have reached the final stage of 6. 25 resolutions are currently beingConsidered. 35 items were forwarded for SC4 approval.

Regarding organizational restructuring, the Quality Committee and WG11−EXPRESS areimplemented. The proposals on hold are a new WG12 for common SC4 resources, changein management advisory group, and the appointment of a new convener for WG8. Some of the significant technical issues are: addressing abstract test suit (ATS) requirements,project scope revisions, and architecture and interoperability. The significant administrative issues are streamlining secretariat processes, improving DIS comment resolution and SC4 handbook completion.
